By Royal Decree of 26 November 1976 a Joint Committee of Experts was set up, with the task of "preparing a report that will contain the framework for long-term development of the Netherlands Antilles in the economic, financial, social and cultural fields, as well a concrete manifestation of this for the years 1977 to 1981. Such a framework was necessary because, as the Explanatory Memorandum indicates, the Government of the Netherlands Antilles took the position stated, "that the independence of the country planned to be prepared. These include designing a review of the current political structure of the country, and the preparation of a long-term development in the economic, financial, social and cultural fields.
Appendix:
The aim of the model described here is to provide a basis for consistent medium term forecasts for the major determinants of the Netherlands Antilles' economy, and to provide a tool for the analysis of the effects of alternative growth configurations on employment, the household income distribution, the balance of payments and in particular on the foreign investments requirements. The model provides, furthermore, the possibility to analyse the effects of certain redistribution policies on import requirements.
