David D. Burks is professor of history at the University of Michigan. He was formerly a member of the State Department and was visiting research fellow at the Council of Foreign Relations in 1962 – 63. He is co-author (with Karl M. Schmitt) of Evolution or Chaos: Dynamics of Latin American government and Politics (New York, Praeger, 1963).
