From the Author's Preface:
The material for this study was gathered mainly in Santo Domingo, Washington and New York. I also visited Haiti and Porto Rico, and was already more or less familiar with Cuba and Jamaica. It seemed wise to establish some comparisons, especially with Haiti, where so much of the labor comes from and where American military supervision is still operating. The expense has been borne by the American Fund for Public Service. An advisory committee of scholars in history and international law, practising attorneys and other specially qualified people gave valuable advice, but never interfered in any way with the work.
