In 1975 Essed became the Surinamese chairman of the Netherlands-Suriname Development Cooperation Committee (CONS; the Dutch chairman was Prof. F. van Dam). With part of the money that the Netherlands had made available to Suriname upon independence from the Netherlands in 1975 on the basis of an integral development plan, the implementation of the West Suriname Plan was started .

De Mobilisatie van het Eigene is het rapport van de Sub-Commissie Ruimtelijk-Fysieke Planning, die door de Surinaams-Nederlandse Commissie van Deskundigen is ingesteld. (...) Het Algemeen Deel geeft eerst een uiteenzetting van de grondslagen en uitgangspunten waarop de planning berust. De doelstellingen: Produktie, Werkgelegenheid en Welvaartsspreiding worden nader uiteengezet, alsmede de plaats der Natuurlijke Hulpbronnen in de Surinaamse economie en de maatschappelijke structuur. The Mobilization of the Own is the report of the Sub-Committee on Spatial-Physical Planning, which was set up by the Surinamese-Dutch Committee of Experts. (...) The General Part first provides an explanation of the foundations and starting points on which the planning is based. The objectives: Production, Employment and Distribution of Wealth are explained in more detail, as well as the place of Natural Resources in the Surinamese economy and the social structure. The "Comprehensive Planning Approach" is chosen, which is motivated, after which the method to be followed is explained. Partly as a consequence of this, the spatial model is based, among other things, on the growth pole theory. A number of Concentration Areas emerge, which are divided into:
(1) the old concentration areas of the colonial period,
(2) the new concentration areas of the independence period, and
(3) the catchment areas of the interior. (...) The Special Part successively discusses the aforementioned concentration areas and the planning drawn up within them, in which the material aspects of all sectors are considered in relation to each other and cohesion. (...) The Concluding Part provides an overview of the investments in all concentration areas beyond the general provisions at National Level. This results in three basic tables with two entries...

Inleiding: De bijdrage van de verschillende instanties aan de samenstelling van dit gecombineerd jaarverslag is weer niet zo vlot verlopen. Het blijft op deze wijze een minder bevredigende situatie voor wat betreft de stand van zaken bij de realisatie van de ontwikkelingsactiviteiten in Suriname. De verslagjaren stonden in het teken van de realisatie van de onafhankelijkheid van Suriname. Met het oog hierop moesten planmatige voorbereidingen worden getroffen op het stuk van de toekomstige ontwikkelingssamenwerking tussen Nederland en Suriname waarbij er van uit moet worden gegaan dat het Koninkrijk der Nederlanden een substantieel bedrag ter beschikking zou stellen voor de sociaal-economische ontwikkeling van Suriname. Naast deze activiteiten moest normaal worden doorgegaan met de realisatie van de ontwikkelingsprojekten die gefinancierd werden in het kader van het 2e VJP als in dat van de andere financieringsbronnen (EEG, UNDP enz) In de verslagjaren werden vele bilaterale besprekingen gevoerd met het Koninkrijk der Nederlanden waarbij vaak het Planbureau aanwezig was om zodoende de basis te leggen voor de werking in de praktijk van de te maken afspraken na de onafhankelijkheidsverkrijging van Suriname. De afspraken zijn in protocollen vastgelegd. In dit kader werd op 21 mei 1974 het eerste van een reeks protocollen vastgelegd. In dit protocol werden de hoofdmomenten en uitgangsputen van de toekomstige ontwikkelingssamenwerking vastgelegd. Mede vanwege het karakter daarvan wordt dit protocol in extenso opgenomen luidende:

Introduction: The contribution of the various bodies to the compilation of this combined annual report has again not gone so smoothly. In this way it remains a less satisfactory situation with regard to the state of affairs in the realization of the development activities in Suriname. The reporting years were dominated by the realization of the independence of Suriname. In view of this, planned preparations had to be made with regard to future development cooperation between the Netherlands and Suriname, based on the assumption that the Kingdom of the Netherlands would make a substantial amount available for the socio-economic development of Suriname. In addition to these activities, the development projects financed under the 2nd FYP as well as under the other funding sources (EEC, UNDP, etc.) had to be continued as normal. In the reporting years, many bilateral discussions were held with the Kingdom of the Netherlands, often with the Planning Bureau present in order to lay the foundation for the practical effect of the agreements to be made after the independence of Suriname. The agreements are laid down in protocols. In this context, the first of a series of protocols was established on 21 May 1974. John Gabriel Stedman (1744 – 7 March 1797) was a Dutch-born Scottish soldier who wrote The Narrative of a Five Years Expedition against the Revolted Negroes of Surinam (1796). This narrative covers his years in Suriname as a soldier in the Dutch military deployed to assist local troops fighting against groups of escaped slaves.[1] He first recorded his experiences in a personal diary that he later rewrote and expanded into the Narrative. The Narrative was a bestseller of the time and, with its firsthand depictions of slavery and other aspects of colonialism, became an important tool in the fledgling abolitionist movement. When compared with Stedman's personal diary, his published Narrative is a sanitized and romanticized version of Stedman's time in Surinam.

La descripción detallada del proceso histórico de las relaciones entre los Países Bajos, Surinam y las Antillas Neerlandesas está fuera del alcance de este memorándum. (…) Las delegaciones de los Países Bajos, Surinam y las Antillas Neerlandesas estuvieron negociando en La Haya un nuevo orden constitucional. Dichas negociaciones se interrumpieron en 1952 y se volvieron a reanudar en 1954, año en que se llegó a un acuerdo completo sobre un texto definitivo, que se ha incluído en la Carta del Reino Neerlandés. Como se comunicó a la Asamblea General en su noveno periodo de sesiones, los Parlamentos de los tres países aceptaron la Carta por mayorías superiores a las necesarias en virtud de las disposiciones constitucionales pertinentes. Por último, la Carta fue sancionada por Su Majestad la Reina Juliana el 15 de diciembre de 1954, y entró en vigor al promulgarse el 29 de diciembre de 1954.

Enige conclusies:

De veelheid van gebieden waarop wij ons hebben begeven duidt er slechts op dat de doelgerichtheid van het strafrechtelijk systeem nauw verweven is met het integrale sociaal-economisch beleid in een gemeenschap. Mede ter stabilisering van de te volgen lijn zal het norm-bezit en het norm-besef respectievelijk moeten worden vergroot en versterkt.
