The Notes and Comments on the Constitution of the Commonwealth of Puerto Rico have been prepared for the purpose of indicating… the antecedents of the Constitution and the sources of its provisions. They are entirely unofficial and have been drafted primarily for the purpose of indicating in convenient form the material that provides the background of the Constitution.
