The Foraker Act was a misguided and near disastrous piece of legislation rammed through Congress by a Republican administration over the opposition of all Puerto Ricans and almost all Democrats. The damage it caused is still being felt seventy years after its passage into law. Professor Lyman Gould, director of the department of political science at the University of Vermont, identifies the Foraker Act as the first manifestation of a deliberate attempt on the part of the Republicans to set up a colonial policy for the United States.
