From the Introduction:
The author was born in the Republic of Haiti on March 26, 1936. He holds a B.A. in Political Science and an M.P.A. from the University of Puerto Rico and an M.A. in Latin American History and a Ph.D. in International and Comparative Public Administration from New York University. He worked for several years with the governments of Puerto Rico, New York City, and the former Republic of Chad (now part of the United States of Central Africa), being appointed in 1961 Counsellor of Embassy of this African country to the United Nations.
