Informe a la Asamblea Legislativa de Puerto Rico sobre Colegios Regionales, Universidad de Puerto Rico & Departamento de Instrucción Pública, 26 de febrero de 1962.

La Cuarta Asamblea Legislativa encomendo al Departamento de Instrucción Pública y a la Universidad de Puerto Rico la elaboración de un plan para el establecimiento de centros de enseñanza superior o post-secundario en diversos puntos de Puerto Rico. Este informe responde a esa encomienda.

1. Existe una marcada e inaceptable discrepancia entre el número de jóvenes que solicitan admisión a estudios universitarios y el número de jóvenes que logran alcanzarla. Durante el año académico 1960-61 la Universidad de Puerto Rico pudo admitir a su primer año un total de 4,127 alumnos, escogidos entre 8,478 solicitantes...

English-based Creole on the island of Antigua exists and finds its identity not in any system of bi- or multi-dialectalism (or -lingualism), nor even in a system that can be characterized as a simple scale or continuum. Creole plays its role as part of a more general way of handling cultural symbols which maximizes and plays with ambiguities of cultural reference and of expressive and moral meaning. There is a duality of cultural patterning, both of Creole versus English speech and of ‘African’ versus English culture. But this underlying basis is denied and covered, and the two cultural strands are woven into a complex garment of cultural and linguistic expression.

Robert Jackson "Bob" Alexander (November 26, 1918 – April 27, 2010) was an American political activist, writer, and academic who spent most of his professional career at Rutgers University. He is best remembered for his pioneering studies on the trade union movement in Latin America and dissident communist political parties, including ground-breaking monographs on the International Communist Right Opposition, Maoism, and the international Trotskyist movement.


Rómulo Ernesto Betancourt Bello (22 February 1908 – 28 September 1981…), known as "The Father of Venezuelan Democracy", was President of Venezuela from 1945 to 1948 and again from 1959 to 1964, as well as leader of Acción Democrática, Venezuela's dominant political party in the 20th century. Betancourt, one of Venezuela's most important political figures, led a tumultuous and highly controversial career in Latin American politics. Periods of exile brought Betancourt in contact with various Latin American countries as well as the United States, securing his legacy as one of the few real international leaders to emerge from 20th-century Latin America. Scholars credit Betancourt as the Founding Father of modern democratic Venezuela.

Rafael Cordero: “El Maestro”

Rafael Cordero y Molina [note 1](October, 1790–July 5, 1868), popularly known as Maestro Cordero, was a self-educated Puerto Rican who provided free schooling to the children of his city regardless of race or social standing. He is considered the "Father of Public Education in Puerto Rico".[1] His sister Celestina Cordero established the first school for girls in San Juan, Puerto Rico. In 2004, the Roman Catholic Church began the process of Cordero's beatification. In 2013, Pope Francis recognized him as Venerable.

Uno de los aspectos más interesantes de la obra musical de Esteban Salas, son los Villancicos. Estas breves composiciones para voces e instrumentos – cuyo pasado se remonta a la época de los trovadores – lejos de ser obras sin importancia constituyen, quizás, la muestra más elocuente de su talento.


Esteban Salas y Castro (December 25, 1725 – July 14, 1803) was a Cuban composer of religious music.[1] His compositions focused chiefly on vocal music, and are a fine representation of the late Baroque style. Although heavily influenced by French and Italian works of the period, his music is considered to incorporate an original Latin American component. He became a teacher and head of music at the Chapel of Music at the cathedral of Santiago de Cuba from 1764. He also studied theology and canon law and was ordained a priest in Santiago de Cuba in 1790. Salas composed his last carol for Christmas 1801.

The paper entitled “Brief survey of grievance procedure” was delivered originally as a lecture by the author to a group of seminar participants of the Oilfield Workers’ Trade Union at Palms Club, San Fernando, Trinidad, on Saturday, October7, 1967. This paper is the first in a series of publications of material produced by persons native to Trinidad and Tobago on the theory and practice of industrial relations relevant to the territory and to the Caribbean area. Note on the People’s National Movement (Independence Era):
In the 1966 General Elections the PNM won 24 of 36 seats with 52% of the vote. However economic and social discontent grew under PNM rule. This came to a climax in April 1970 with the Black Power Revolution. On April 13, PNM Deputy Leader and Minister of External Affairs A.N.R. Robinson resigned from the party and government. On the 20th facing a revolt by a portion of the Army in collusion with the growing Black Power movement, Williams declared a State of Emergency. By April 22 the mutineers had begun negotiations for surrender. Following this certain ministers were forced to resign including John O'Halloran, Minister of Industry and Gerard Montano, Minister of Home Affairs.
