Venezolano naturalizado, nace en Port-au-Prince (Haití) en 1927, donde cursa estudios de secundaria y universitarios hasta obtener la Licenciatura en Derecho. Al radicarse en Caracas estudia Diplomacia en la Universidad Central de Venezuela y una vez graduado realiza una pasantía sobre Información Internacional en la sede de la Organización de las Naciones Unidas, ONU. Luego como diplomático desempeña funciones en Cuba, República Dominicana y en la ONU.

Es miembro de la Sociedad Bolivariana de Venezuela, de la Asociación de Escritores Venezolanos y de la Asociación Interamericana de Traductores. Actualmente se desempeña como Coordinador del Comité Ejecutivo del Bicentenario de Simón Bolívar.

A naturalized Venezuelan, he was born in Port-au-Prince (Haiti) in 1927, where he attended secondary and university studies until obtaining a Law Degree. When he moved to Caracas, he studied Diplomacy at the Central University of Venezuela and once he graduated he completed an internship on International Information at the headquarters of the United Nations Organization, UN. Then as a diplomat, he carried out functions in Cuba, the Dominican Republic and the UN.

He is a member of the Bolivarian Society of Venezuela, the Association of Venezuelan Writers and the Inter-American Association of Translators. He currently serves as Coordinator of the Executive Committee of the Bicentennial of Simón Bolívar

The author signed the book for Dr. Thomas Mathews in Caracas in 1983.
